Cruel April is much more than a riveting account of the fall of Saigon. In the current reassessment of the Vietnam War, it is a revelation.
Olivier Todd, a left-of-center French journalist, covered the Vietnam War from 1965 to 1973. This book is his dramatic account of the last four months of the U.S. presence in Saigon. As Newsweek's Edward Behr has written, Cruel April not only "reads like a detective story," it is "an essential document" after which "all the other books on Vietnam are superseded and obsolete." Originally sympathetic to the North Vietnamese cause when assigned to cover the war by Nouvel Observateur, Todd learned from his legwork in Hanoi, Saigon, and jungle districts controlled by the Vietcong that he had "been led up the garden path."
Drawing on his personal experiences in both South and North and on government documents, interviews with people from many different walks of life, and even the revealing information in Vietnamese want ads, Todd has created a comprehensive portrayal of one small country's national collapse and a great democracy's inability to act forthrightly. As the Ford administration resists all pleas for help from the Thieu regime, U.S. Secretary of State Henry Kissinger keeps asking, "What kind of people are we?" As if answering the question, the gallery of American portraits here includes a dithering ambassador in Saigon, a CIA operative who will not accept the disturbing (and correct) predictions of his staff, careerist military officers, and congressmen cruelly and uncertainly poised between private convictions and public necessity.
Should the United States have pursued the war with more vigor? Todd's answer, which is based upon a reassessment of the personalities and policies of the Saigon government, is resoundingly in the affirmative. As he sets down the innumerable details of the last weeks of the war before the "fall of Saigon," we meet tragically devoted South Vietnamese generals, idealistic statesmen and loyal peasants, shopkeepers and other common people, a panoply in sharp contrast with the widely held assumption of a cowardly leadership and a passive citizenry in the South.
"Painstaking and beautifully crafted," in the words of the Washington Post's Vietnam War correspondent, Jonathan Randal, Cruel April recreates the complex political and military victories of "red fascists, the Prussians of Asia" and brilliantly supports Todd's conclusion that the Communist government of Vietnam is now "so ossified, corrupt, disillusioned that there could be a sort of implosion." For most American readers who believe they "know the real story," to quote Randal again, Cruel April "will convince them that there was much that they could not even have guessed at."
