TaskbarPlus is practically a shortcut organizer and an application / folder launcher that can keep all your shortcuts neatly organized. It is recommended you pin TaskbarPlus to the Windows taskbar for quicker access to all its shortcuts.

All the shortcuts on the desktop, plus links to folders and other locations can be added to TaskbarPlus to avoid cluttering up the desktop workspace.

Organize shortcuts, links and apps into separate taskbars
By default, TaskbarPlus comes with a few predefined taskbars that store launchers for frequently used applications, a few folders, files, favorite links and system apps (Run, Notepad, RegEdit, Group Policy, and more), as well as custom notes that can be places onto the desktop as reminders.

You can, however, add new items to each taskbar or create new ones from scratch, assigning them to one of the predefined categories (dev, entertainment, finance, media, personal, projects, etc.), or defining a new category. Creating link taskbars is also possible, which allows you to launch folders, files, applications, and web resources much faster.

Aside from taskbars, TaskbarPlus can also create post-it notes with custom content, which you can place onto the desktop as reminders.
